Upgrade your exhaust. Headers, and large diameter pipe. (3" duals?) Don't forget the high flow cats.
Long tubes are best.
I don't know if they make higher ratio roller rockers for the hemi..... but, even just switching to full rollers would free up some horsepower.
Custom tune?
Nitrous can be fun, but, its not an 'always there' power option. Easy to get your numbers though....

3k isn't a whole lot these days for this, especially after the COVID and now recession price hikes. So one of the best cams for the 6.1 in a car out there is Inertia's SRT Max Plus. Right now that cam is sitting at $600. Luckily it works well with stock valvesprings and pushrods so that saves some $$. The question you didn't answer is who is doing the work. Labor will eat up most of a budget. The whole front end of the car and engine have to come off for a cam swap; heads as well if doing the lifters. Depending on how many miles you have on your engine you may not need to, 6.1 lifters are pretty stout. If you pull the heads, that adds head gaskets and head bolts to the cost just in parts (labor as well if you aren't doing this yourself). Once it's all buttoned up, you'll need a custom tune for it to run correctly. Now you have all this extra power and no limited slip to put it to pavement. A 3.06 Getrag from a newer SRT car is a bolt in with the correct axles and hubs, but finding a good used one is near impossible right now and a new set will run you about $3k give or take, not including install. Biggest immediate bang for the buck would be a blower kit but those are north of $6k.
It adds up quickly.
