It appears to be an electric outlet that gets plugged in.

But what's it for ??

but what....a convertor is wired in for an a/c power outlet? And why in the bumper cover of all places...cruiser= smash

It doesn't look like a charging port to me those are kinda large as plugs go...more likely a small electronic gizmo, sensor or xmitter.

It's most likely for charging the battery (or batteries) while parked overnight, to keep the radios, flashlights, and laptop charged.
Or less likely a plug for lights out on a scene at night.

What's it look like underneath? Is it a male plug or female? Might be where they put the plug for a block heater.
