Brakes feel tight and wont stop the car whats causing this

My brake pedal is tight and when i drive its hard to stop

 

I'll take a guess because no one knows what this "brake pedal is tight" means?
...the pedal is hard to push because there is no assist?
... the pedal is firm not spongy?
...you cannot push the pedal because it is seized?
...the brake pedal feel is normal, you push hard but the car will not stop?
