Default Air/heat blower never turns off

I have a 2010 charger, purchased in winter months...heat works awesome but now summers coming I turned off heat and noticed even in off position it continues to blow air! Ac works good as well, but I don't always wanna use it, when both ac & heat are off it continues to blow.. Any ideas?

It's normal. There is always flow through the system even with the blower off. All vehicles do this. Some more than others. If a continuous supply of fresh air was not provided to the passenger compartment, you would eventually use up all the oxygen.
