Default Recirculation door stuck on 2010 Charger

A mechanic repaired it once a few years back, I recall he said he made a part to fix it, don’t recall details.

Here is the picture, is it closed or open? Looks closed to me. When I move the control off recirculation/ back to recirculating I see the dome trying to move a little, maybe a few mm. I was thinking it would be closed to get maximum air conditioning but the car doesn’t cool well.

To troubleshoot further, should I take the top of the housing off? Is there a detailed guide for this? I couldn’t find one pertaining to 2010 era Charger.
