Question 2012 Charger Gas Tank Metal Flap

Hi everyone. My 2012 Dodge Charger has developed a stupid issue! The metal flap on the gas tank won't open. I've researched and discovered that this usually happens if you run out of gas, but that wasn't my situation. I had about a half a tank left. Thanks to a video, I discovered that Dodge/Chrysler is very much aware of this issue and provides this handy funnel so you can put gas in your car!! The funnel has to be the exact size of the gas tank opening in order for the metal flap to open! It's insane!! My question is why isn't this considered to be a recall? Is it because it's not technically a "safety" issue. Has anyone had any luck getting a Dodge dealership to cover the cost of repair (I know... stupid question)!
