Default Broken bolt near Rocker arm assembly 3.5 2006 dodge.

Howdy everyone, hope all of your weeks are going well. I have a predicament.
A while back I was replacing my rocker arm assembly on my 3.5L dodge charger (5 speed). I torque wrench was broken and didn't click. So I over torqued a bolt off. My issue now is someone took a extractor and kinda ****ed up my thread for it. I'm not sure if I can get the bolt out anymore. I was told I could get a new head for 500 dollars at oreillys and have pretty much of the tools to do it at home. time isn't as much of an issue because it's not my primary car. I can't tow because of a lack of a truck so work would be done at home as well.

My question is, would it be worth it to spend the 500 or so bucks to fix the head.
Try to get a specialist out to fix get the bolt out and fix the head.
Buy a motor for around 1100 dollars and throw it in.
Blow it up.
Any other alternatives too to try and get that bolt out. I'm 99% sure that it carries oil pressure, otherwise I'd say **** it.
Realistically I have a pretty nice daily car now, and I'd like to fix my old charger and try to trade/sell for a small truck.

There is enough of it sticking out, can you grab it with vice grips, and just turn it out? Either that, or weld a nut to it, and take it out that way. You can likely buy an inexpensive wire welder for a LOT less than 500 bucks....
