Default Probable wiring issue

I have been having issues with my turn signals recently. They will just lock in the flash mode. I had no other problems until sunday when I started the vehicle and the dashboard lights were out as well as the parking lights. I've checked all of the fuses and at least the ones that you can visually check are fine. Any ideas on whether this is a fuse or a harness issue?

If they just stay on, then you have a bad blinker relay. If you are losing dashboard lights, it sounds like a fuse.
