Default Went through water during storm, car turned off and won't turn over

2013 dodge dart rally, went through heavy water during storm. Car turned off and now won't turn over. I let the car dry out, tried starting, still won't. Tried resetting by unplugging the neg. From battery overnight, still won't turn over. It clicks once but nothing. Took off spark plugs, no water... don't know what to do, any help is good. Thanks

What is clicking? Is it just a relay, or is it the starter motor?

Is the starter turning the engine over?

Difference is, volume. Solenoid (on the starter) is a solid thunk, relay is just a light click.
