Default Counterbalance/Torsion Bar

The salesman that sold me my '09 1500 said the tailgate had a counterbalance that made it lighter to open and close easier.
I think he meant to say torsion bar.
Anyway how do you adjust the torsion bar?

there is a shock you can add to the tailgate so it will slow open on its own. prevents the tailgate to slam down.

Your salesman was right there is a weight at the bottom of the tailgate, there is no torsion bar..

How would a weight inside the tailgate "counter" the tailgate weight? It would simply add to it.

New tailgate lift assist makes it easier to load and unload cargo. It lowers the effort required to both lower and raise the tailgate, thanks to a tension-releasing torsion bar inside. There is a twisting spring in the hinge of the tailgate. If you remove the tailgate you will see how the spring assist works.

If the weight is below the pivot point. That is how it acts as a counter-balance. I took my tailgat off last night and could not see a spring or torsion bar of any sort.
