Default Newby questions again - block heater plug

Hey all. Another newby to this car Can I assume (without starting the car on fire) that the A/C plug under the hood by drivers headlight is a block heater plug. Must be in the VIN somewhere.

Maybe. It might have been for one but someone took it off and left the plug. Trace the wires and see where they go. If they go to a thing in the lower radiator hose,, or better yet a plug replacement in the side of the block, yes it is for a engine heater. If it's just some wires hanging loose, the heater may have been removed. Just don't plug it in until you know for sure where it goes.
