Your point above is not true, American tuners (whole car tuners) upgrade the entire car and some make north of 1000hp. The best American tuners make cars faster than any European tuner. That is a fact, have a look at the roundup of the various tuner cars in Car and Driver.
For me, and I think for many other drivers, it's all about acceleration and handling.

Regardless, the culture here is definitely different than in Europe. Fact is the Germans are, for the most part, much better drivers.
