Default OBD scanner won't read

Anyone have any idea why I cannot link with my magnum? My scanner works with my son's Ram truck just fine. It's as if the DCl connector under the Magnum's dash is not connected. Could that be possible?

maybe one or more pins are bent over?

Check pin 16 for power or pin 5 for ground (if you have DMM)
Might be possible that one of these may not be getting connection to the scanner, or something more serious.

Can't be a bent pin. The pins are in the scanner connector. Under the dash is female. Which leads to my next question...where is the actual computer? I assume it's inside the car, under the dash or behind the center console. If anyone knows, it could save me some panel pulling.

the pcm is in the engine compartment, passenger side firewall, under the plastic cowl grill.
