Scanner Tool - 2005 Magnum 5.7L Hemi

Recently, my 2005 Dodge Magnum 5.7L died near a stop sign I was approaching. It then wouldn't start up again - and hasn't since that day. I towed it home where I could look it over. Someone told me to change out the oil pressure sensor and I did this, yet the car still won't start. Would a scanner tool be able to detect why the car won't start, and does the car need to be running for it to find the problem?

Is the check engine light on? Does it turn over or turns over and won't start? Does it have gas? Spark? Checked fuel pressure? Yes, a scanner will help if the check engine light is on or there are stored codes and no, the engine does not have to be running, but it does need the key to be in the ON position.
