Default Headlight problem

I have like a scum on the outside of my headlights and i can't get it off. I tried to use vineger but it didn't work. I also tried to buff it off, that didn't work either. Anyone else have this problem? How do i fix this. My car is a 97 if it matters.

If buffing didn't work there isn't much that is going to help. Its just the way it goes your best bet if your really that worried about it is to buy another set of headlights. Or better yet buy one of the aftermarket pairs from www.modernperformance.com
