Just one thing to add. That write up is for a 1st gen computer(95-99). NeonSXT04 obviously you have an 04, there are no PCMs for the 04's yet. I looked quick, but I don't see any PCMs for anything past 02, but I have a 1st gen so thats my expertise.

 

That is 100% accurate, most if not all performance PCMs/computers/chips eliminate the speed limiter AKA: the governor. Most if not all also raise the rev limiter, but do not remove or eliminate it, although some do. All Mopar performance PCM's eliminate the speed limiter and raise the rev limiter a few hundred RPM's.
