Not really that uncommon, and Dodge has been using them for years. My dad bought a brand new '87 Dakota and the tank on that is plastic.

The plastic tanks are lighter and hold more for the same exterior dimensions. I put a plastic tank on my old wagoneer when the metal one rusted out. I might swap the Neon's out anyways for the heck of it (currently aluminum), have to get the right fuel pump housing too...
You're aware the bulk of the SOHC intake manifolds are plastic? DC uses plastic intake manifolds on other cars and trucks as well, as do other manufacturers. Stock vs. stock, the plastic manifold is preferred because of weight, internal smoothness, and ease of removal/install (gaskets).
