Default gas leak

I have a 99 highline that leaks at the filler neck when you put gas in it. Is there a difference in filler necks from metal to plastic tanks?

No. The filler neck is a separate component.

The filler neck is attached via a rubber hose from neck to tank, so there is no issue with the metal vs. plastic tank as far as the filler neck part is concerned.

Did you hook up the vent pipe? That is what allows the gas to flow quickly. There should be a smaller hose going from a small connector on the side of the pipe to the filler neck top to provide pressure relief while filling your car.
