Default 2004 Dodge neon red circle of death

I was driving my hemi (thats her nickname) down a back road and it completely shut off. So I assumed its a starter or timing belt. The red anit-theft light came on and I've read that means its a computer or fuse issue. Today my grandpa and I tested the starter and it wont start, but tries to start-it isnt the starter. He said the fuel pump isnt running so I'm guessing maybe a bad fuse somewhere? Im not good with cars I just listen to what he tells me to do. I am clueless as to what to do next. My boyfriend said something about a fuel restart button located in the trunk or something? Someone shoot me in the right direction on what to do or how to attempt to fix this issue!

Im sorry, but there isn't a fuel reset button.. Dodge uses relays to control that.

Now the fuel pump relay is located in the Power distribution box.

Is the red anti-theft light staying on? If so, it's going to have to go to a dealer or a shop with the DRBIII as there is a problem with the SKIM.
