From what ive read, its a common sound from a neon. But it just doesnt seem like a normal sound.

 

The ticking on the top is the injectors pulsating. Don't worry about that one as it is normal. The tapping noise you can hear all over is the sound of the valve latches(Lifters). You seem to have 2 or more that are sticking. Not a big deal, not too hard to replace either. Use a heavier oil on you next oil change and see if the tapping disappears. It's just a bandaid, but works if you don't want to put money into repairs.
It's a DIY job if you are mechanically inclined. The Lifters cost about $130 for all 16, and the valve cover gasket about $20. All you need is basic tools.
