96 Neon Highline, SOHC:

I put new hoses on a couple years ago when son bought the car, A/C was working great.

So, A/C went out last week. I replaced the compressor (became VERY noisy-not the belt), replaced the drier, replaced expansion valve, replaced all o-rings. I vacuumed the system for 30 minutes, pressure stayed constant, then I refilled the refrigerant. Still no cold air. High side is hot, low side pipe unchanged.

How about the temperature sensor that prevents the ac from working when it's too cold outside? Unfortunately I don't know more about it and can't help you locating it, but surely there's something like that somewhere.
