Default 02 Neon tranny Please HELP !

02 Neon.
Transmission will not engage into forward gears unless:
1. You rev the engine. Then it engages on decel.
2. The input speed sensor is unplugged. It then engages instantly but hard.
-fluid and filter are new and correct.
-input and output sensors are new.
- no transmission codes have been stored.
- wire inspection, tugging and wiggling has not revealed a short.
Reverse always works. It cruises ok once it engages but shifts very hard.
The car also needs engine mounts.
I need to get the tranny straight before sinking money into it.
Any ideas? Thoughts? Prayers?
I work on anything and everything but by no means a Dodge guru. Surely there is a mechanic here who has seen or heard of this before?
