The Neon's engine isn't really a Hemi, which by definition has a hemispherical combustion chamber with 2 valves per cylinder. The block, pistons, or anything else on the engine have nothing to do with it... The Neon's head is actually an improvement on that original design know as a "pent-roof", which still has the same basic hemispherical shape, but 4-valves per cylinder with a little reshaping. The pent-roof has more flow capacity than a same-size (bore) hemi design. Dodge could easily go to a pent-roof design on their newer cars and get more power out of them, but "HEMI" is a great marketing tool... suckers born every minute...
