Now its been a couple of weeks and it hasnt blown. please help i need to get this fixed my wife needs it for work and i dont want it to break down on her. any help would be greatly appreciated thanks.

ive checked the wiring and its good. i was thinking maybe there was a relay or something that could be shot. ive heard of other people with neons having this problem i was hoping someone knew about it
Hello, I have a 96 Neon, 2.0 ltr, SOHC, that just started blwoing fuel pump fuses. Metered relays and voltage are all good. Suspected fuel pump and had it in the garage were they metered the pump and did a fuel output test...all test were good. Wiring from the pump to the fuse box all checked ok. My next move will be to check the ASD relay side of the vehicle. Is there any wiring on that side of the system prone to chaffing?
It really sounds like a wire is grounding out. This would cause the fuse to blow to prevent serious damage to the car's electrical system. Are there any wires that looked like they were being pinched? And you said you checked all the wires for bare metal? Worse comes to worse and you don't trust your eyes, wrap the wires in electrical tape and see what happens... Hope this helps you out.

One other thought on the filter/regulator/return module Dodge went to on the Neon in '96. Seems like it might be possible with that combo to still see correct pressure/flow at the tank output while the pump is overworking against a nearly plugged filter. Anbody ever heard of this showing up as a problem? Is there enough clearance to remove this module with the tank installed? If so, might be worth picking one up cheap at the salvage yard and trying it.
96 white neon...bad paint job by the way...
I haven't looked on the ASD side of the wiring yet. One addition to this puzzle is that when I drove it to the garage the check engine light came on. The code was for the upstream O2 sensor. So I will be looking at that next...
The mechanic also asked me if I had changed grade of fuels recently and I had previously filled with High grade a few days before and followed that a couple days later with low grade...any connection?
