Default 98 Neon rough idle

I have a 98 SOHC with 100 grand on the odometer. It went from running fine on instant to having a very rough fluxuating idle. It popped a code once giving # 4 cylinder misfire. Changed plugs and wires, no help, also no recurrance of code. Also I can feel it surge up to 40-45 mph. After that it seems fine. At idle the exhaust smells very rich. It is currently in the shop, the mechanic put it on the computer and all readings were within parameters. Anyone out there with an idea?

Check your compression - I broke a Rocker Arm last weekend at road atlanta - got the same code except for cylander #3 - This seems to be a norm on the DOHC & SOHC. Of course we push our cars very hard on the track. If compression is good - I would do what Vaughn suggested - check your coil - then maybe check your Gas and Gas filter.

I'm no mechanic - but I am learning with each break-down.
