My first guess would be the vacuum is bleeding off somewhere. You should have 2 in-line check valves. You can download the 2001 manual in PDF format, somewhere on this site.
I have problems with mine too, except instead of actually engaging, the light comes on but nothing sticks. Not a big deal really, but it sucks to drive long distances without it. No clue how to fix it either.

Alot of time on the 2nd gen trucks the vacuum lines were right underneath the battery trays and if your battery would leak the acid would rot through the lines and cause a leak. I would check there as well.
I went to locomotive school in Conway, PA. We stayed at the Sewickly (sp). We drove around Moon, Coraopolis, Alliquippa, etc. I thought it was a nice area around Pitt. All they told us was stay away from the "Hill", or Hill district. Said it was a bad, bad area.
I know the general area ur talking about brian. I might be out that way a lot next year. I got accepted to University of Pittsburg but I've got a lotta other colleges that i can go to also . So we'll see.
