Default Fuel Filter Valve

I am changing my fuel filter now. When I opened my fuel filter valve no fuel came out. Is that because I have not opened the top yet and there is natural suction?

Is this on the '98? If so, you may need to unscrew the cap a bit to let the fuel flow out. Usually if you leave the valve open it will flow out very slowly as air gets to the filter container even with the top sealed.

once you crack the top you will have fuel comeing out. sounds like a good seal going on there.
