Default Transmission low Speed

When I am just cruising around our plant facility around 10 -20 mph my transmission seems to surge. Like it can not figure out what gear to grab. If I speed up the transmission will shift into the higher gear and I have to drive it a bit faster than I would like. Normal acceleration to highway speeds the it shifts just like it should. Would this be computer related, or does anyone have any ideas.

How many miles is on it? I'll assume it's the 2007. Mine did the same thing and I worried about it a little.. I've since towed my RV moreand I'm nowup to5,500 miles. It seems to be a little smoother and has stopped kicking down a gear at low speeds like it used to. This only happened under very soft acceleration. Maybe it just needs the new rubbed off it.
