Default PCM not allowing regulator to kick in

I have a 97 cummings 2500 that has charging issues on cold start it fires up and charges fine but after running for a while and i shut it off and restart it the pcm does not seem to let the regutalor kick in to charge the battery and will kill them very fast.When the regulator does kick in the altenator works fine and charges over 14volts.Batteries and altenator are new is there a way to cheat the pcm cause i called and they want close to $650 for a new pcm..

i would try to replace the automatic shutdown relay first. also does the tach work when it is not charging. if tere is no tach signal or the ASD is bad, it wont charge.
