You are fighting an uphill battle already with your truck my friend. With 2WD and the power you need to get down the 1/4 in 13 seconds, you'll be spinning the tires something fierce. All the trucks I have seen lay down good times have launched in 4WD.
I think a Smarty and a SB clutch should get you close if you can row through the gears fast enough. I know with my NV5600, I spend more times between gears than I do with my foot on the floor.

 

even with a 5speed that i start in second with?

 

if it was an auto i would say it is possible. my truck is in the 14's and it isnt hugly modded
