Default Engine Stall '98 5.9 24v Cummins 159k mi

Accelerating on freeway on ramp, let off throttle to merge, engined stalled. Trouble code P0251. Per Haynes: "Injection pump fuel metering control A malfunciont (cam/rotor/injection); fuel injectin pumtp mechanical failure fule valve feedback circuit (diesel models)." Welcome all suggestions on how to diagnose and fix in my driveway (I'm not a mechanic neophite). Or do I have to tow my truck to the mechanic?
