because ASTM (gov't) has figured out a way to test it and come up with guidlines to make sure it is all the same. Or something like that. On edit: I am talking about 100% soybean oil, not waste oil or anything like that.
My guess is because they haven't done some silly-assed study to determine the long term affects. I know some guys who get the waste oil from eating establishments and brew/refine it to be B100 and have been driving on it for a while, mostly in smaller diesel engines. Just don't have the ***** myself to run in through mine.
The reason it has not been approved at the B100 level is because there are not the same quality controls in place epecially for home brew. If it's made right it will be fine. Cut corners and you will be sorry. BTW B100 will gel at a higher temp than #1 or #2 diesel, take this into account when you are in cooler climates.

I'd strongly suggest upgrading your fuel pump to a Walbro or FASS before running B100. I have been running B20 for a while and even attempted to make my own home brew for a while. The B100 is thicker than regular diesel. If you are using the stock lift pump, you are just asking for trouble.
Getting the oil is going to be the hardest part, at least it is around this part of the US. Most restaurants already have contracts with companies that come and take the oil away with big trucks and a big pump. They are not going to fool with individuals that want to put a barrel out back and have them fill it up.
