To put it into perspective, Most highways here are 100 k. per hr. which equals 62.1 mph.
The four lane highways in Alberta, ( like U.S. Interstates) are 110 k per per hr. which is 68.3 mph.
To get that ticket where you loose your car and pay huge fines is 150 k per hr. which is 93.2 mph!
93 in a 60 even in the states will get you some hefty fines!

Yeah, I agree that 93 is too fast, but to take someones car for a week I think is excessive. All they really want is the money. Just fine the crap outta them and it'll slow em down.
