I simple check of your heater is if it arcs at the extension cord connection when you unplug it, It's probably ok. Make sure there is power at the outlet. If it's plugged into a GFCI, snow or rain might make it trip. I use a cord with a pilot light so I can tell at a glance if it's got power.

I've noticed that after it's been plugged in for a couple of hours, I don't get the wait to start light. Fuel heater element still cycles, but no wait to start.

Nothing like getting to tug on a powerjoker.

I can hear my heater when I first plug it in. Sounds like water starting to boil. (it's not really just warming and expanding) Also if you touch where it goes into the block it should be warm.

Damn, when and where is that? I have to see any major snowfall this season. When I started my truck this morning, there were droplets of rain on my truck instead of frost. I'm not complaining, but thats odd for Colorado around this time of the year.
