Not sure how the tranny downshifting is controlled but on the obdII rams/daks, a dirty tps will cause surging which ends up being the TC locking & unlocking. with your truck being that old, it couldnt hurt to clean it anyways.... I'm assuming it's similar to the one in the writeup...???

Kev. The Cunnins manual talks about using the DRB III diag tool to diag the TPS. Tomorrow I will call a 12 valve Guru that I know. If you want I can give you his #. He has his own shop and is the MAN on 12 valves....Let me know or call me @ 1-800-663-2522 and I will get you in touch with him.
