If the shaft turns and you are not blowing oil out the exgaust, your turbo is making boost, if either wheel breaks, engine oil will come out of the seals and make a mess, if the shaft seizes, same result, If your are having boost issues, verify above and then check wastegate operation and or boost hoses between turbo and engine. check for very oily boost hoses, or very oily exgaust flanges and joints. Whats up? are you having trouble?

Most of the time if you turbo goes, you just lose power. Mine blew a boot off the intercooler which caused 0psi on the boost and it drove likelike it had a lawnmower engine under the hood (like a Ford). I was towing a 9k Lbs. tractor at the time and I could not go over about 45 MPH.
