So if you're really good you could take the signal wire from your speedo and bring it to the wire. When your speed reaches say 20mph the amount of power coming from the speedo wirewould be X-volts and activate the switch and when it under 20mph it would deactivate the switch.
Then you'd be set.

Puts more power to the ground in gears other than O/D. If the T/C is locked up the driveline is stiffer and much more efficient. Also in low-speed towing situations it should provide for lower tranny fluid temps since a non-locked T/C puts a lot of heat into the fluid. As the Demon points out you will do damage if you come to a stop with a locked T/C, it's like stopping with the clutch engaged.

It does work in OD, I excluded it from my explanation because the computer automatically locks up the TC in overdrive anyway (no need for a switch in OD)

I dont know why one could not build a latching circuit that was reset by the brakes.
So you would just hit a momentary pushbutton and it would latch in, then when you hit the brakes it would unlatch the circuit and no more locked TC. Obviously you would have to hit the button again if you were just slowing down, but it would be pretty foolproof so you dont forget and leave it locked when you come to a stop.
Seems fairly simple, without having to figure out anything about the speedometer
