Map sensor problems

the map sensor on my 01 reads 15psi with key on engine off. I checked a coulpe 99's theirs both said 0psi with engine off. Any ideas why mine doesnt read down to 0psi.

yea maybe ill try cleaning it. think it could affect the performance any it not reading under 15 pound of boost?
