simple wiring question on 00 ram

Default simple wiring question on 00 ram

I was testing groung resistance on my vp44, expecting to see close to 0 olms. I found close to 13 olms between bat and the vp44 plug. the bat to engine block was within spec. so can anyone tell me where the injection pump grounds? and would this be enough resistance to cause "dead pedel"?

Not totally sure where it grounds, but the ground wire is a black wire with a tan tracer.
