Default Turbo Squeal

Has anyone with the 6.7L had issues with a high pitch turbo squeal when decelerating using the factory exhaust brake? It started for me around 28K miles.

When coming to a stop (using tow/haul mode and the exhaust brake engaged), the noise starts around 2000 RPM and stops around 1400 RPM. It repeats itself when the tranny down-shifts. I stopped by the dealer and took their diesel guy for a spin.

He said he's heard it before, and suggests a turbo cleaning. He seemed to think that soot tends to build up more so in the automatic trannys since the the turbo never gets a chance to rest. At least with a manual transmission, the RPM's get a chance to drop during shifting and deceleration.

He also suggested I run the exhaust brake all the time. Anyone with thoughts, suggestions, or similar issues?
