Wipers on my ram3500 borked

Default Wipers on my ram3500 borked

I have an 03 Ram 3500 Laramie Diesel. The wipers got stuck in the snow, so now they will not reset to the off position. The rest when I turn them off have way up the windshield. I took the relay switch out thinking that may work but didnt. Anyone have any ideas or suggestions. If I posted this in the wrong thread I apologize.

After a recent storm (I'm located in Boston MA) someone turned the wipers on without clearing all the ice/snow from the bottom of the windshield. Since then the wipers don't go all the way down to the bottom of the windshield.
I would appreciate any advise or tips on how to repair this? I assume this should be a pretty straightforward repair the wipers work just fine (other than the fact that they are off by an 12 inches.

They might have spun inside the pockets that drive them.The teeth in these aren't very deep and it could jhave stripped them a little.
