try changing the fuel filter first and claering the code again, might be the problem

try this lets check the lift pump. right where the fuel filter is located their is a drain. get a bucket place it so under the axle so you don't spill fuel on the ground. The filter is located on the drivers side open the yellow valve with the key off. then turn the key on it should spray out. if so then the lift pump is good. If its the lift pump is bad it does block the fuel
When was the last time you changed the filter? if its clogged I would see the 2200rpm then falls on its face. But that don't explain the high rail pressure. the filter is 22 bucks only buy that if needed. but that is a good place to start. Is their anyway for you to check the rail pressure?
also the bucket or drain pan make sure it is CLEAN so you can see if their is water in fuel or anything like that!!!!
