stupid question

1993 5.9 12v when i start the truck the volt meter fluxuwaits form 8volt to 15 volt back and forth. some one told me it is a manifol air heater.is this true? can i drive it while it is doing that or should i wait for it to qiut dont want to hurt nothing.
