Default Engin bogging out

I have 09 Ram 3500 w a 6.7 cummins engine I have 18000 miles on it. A few weeks ago I heard a "pop" sound like an air line popping off of an air compressor, then I heard a hissing sound that varied when turning the steering wheel or using the brake pedal.
I took it in to the dealer and they repaired the air sound in the power assist component. They also load a software update for a recall.
Ever since, occasionally when i slow down and turn a corner and try to accelerate, the engine bogs down like it's not getting fuel and the turbo doesn't kick in.
Any ideas as to what it is? the dealer could not find anything or even replicate the problem as it is intermittent.
