Loss of power assist when doing parking lot manuvers

Anyone here have an issue with losing power steering while doing parking lot manuvers or backing up a trailer etc, has had a new p/s pump and it did not help at all, possible hydrovac issue?? 2007 Ram 2500 6.7L
