Default newbie question

Hey yall, Ive been on the 3rd forums for couple yrs now. I owned a 08 dodge ram 1500 but wrecked it this passed week. i plan on getting a dodge ram 2500 with a cummins. My question is what is better 06 dodge 2500 with 5.9l or a 08 dodge 2500 with 6.7L? My friends at work said you cant do a lot of mods to the 07-10 dodge 2500 with the 6.7l because of the new emission standards. Is this true? Also, Ive been told 06 and older they dont have emission and dont check exhaust in Delaware. 07-Newer they check exhaust and other stuff.

I would go with the 06. I personally love my 06 with a 5.9 and the 48RE. The newer ones with have the DPF & DOC and all that good stuff(sarcastic) for emissions.
Also i have no idea how deleware does testing.
