Default Lack of power up hills....

I have a 2001 2500 turbo and it's losing power going up hills and shooting out black smoke. What would the cause of that? I figure a fuel system cleaning, but could it also be the turbo as far as the power loss?

probably blew off one of the boost tubes, check all the pipes and connector tubes/clamps from the turbo to the intercooler and back to the engine
