Default 1995 ram 2500 ctd

i have a 95 club cab 4x4 auto with a utility body on it ( loaded to the max ). the main problem i am having is brakes or lack there of. i just replaced them about 2500 miles ago and it needed them this past weekend. it only takes front brakes as it seems the rears do nothing even being adjusted all the way up. any suggestion or help would be greatly apprieciated. thanks

do you have the brake valve over the rear axle? (mounted to the frame, with a rod to the rear axle, on the left side)
