Default a friends 94 cummins diesel

i have a friend that co-owns(with his father) a 1994 Dodge Ram 2500 CUmmins turbo diesel which is a snow plow truck too it has a idle problem it start and run but it will shoot right to like 2200rpm and stay there...thank god not no more than that... he says the factory idle spring gave up and he put a new one in and im guessing it was either a wrong part number or lesser quality spring and now the throttle pedal sticks...so thats the most worrysome problem and the just annoying problem is that when you turn to the left down a steep downgrade the front left wheel locks up too so i was wonderin if u guys would give me some feedback

sounds like a bad govenor spring install, (tho i haver never heard of one going bad before) and a wheel bearing is toast... is the pedal actually sticking, or is it doing it on its own?
