Default starting problem, no power to pump

Last week truck started taking longer to actually start. took it into a diesel shop where my buddy works, and they traced it down to the fuel pump. they replaced the fuel pump, but it still is not priming or getting power to the pump when you turn the key.

they are going to jump the power and install a toggle switch to get it to prime to get us through the weekend, but i would like a more long term solution to this problem.

thoughts. is this something that i can get the ECU reflashed, or an ECU issue??? help!!!
